A Peep Into Governor Inuwa Yahaya’s Mid-Term Score Card: Education Sector In Focus.

Throughout human history, the concept of development- whether social, economic or infrastructural- has been a subject of intense debate and interest, especially in our clime. Since the return of Nigeria to democracy in 1999, the country has witnessed several attempts by successive administrations aimed at short, medium and long term social, economic and infrastructural development. But whether these efforts towards repositioning the country for optimal performance, and more importantly to the benefit of Nigerians is anything to write home is entirely a topic for another day. However the overwhelming election of Muhammadu Inuwa Yahaya as Governor of Gombe State in 2019, leaves no one in doubt of his capacity to immediately but effectively turn around the fortunes of the State for the overall good of all, moreso that his incredible performance as the Commissioner of Finance and Economic Development during the then administration of Danjuma Goje further gives credence to his administrative acumen and leadership sagacity.

At the onset of his administration, the policy concepts and direction of Governor Muhammadu Inuwa Yahaya were clear, realistic and multi disciplinary; given the wide range of consultations through committees made up of seasoned technocrats to discern on what must constitute the immediate and long term developmental needs of the people.

To begin with, the Governor, through the submissions made by the various committees set up by him declared a State of emergency on the Education sector to redeem the ailing sector considered to be the life wire of any meaningful human progress. Irked by the sorry state of the sector on assumption into office, Governor Muhammadu Inuwa Yahaya had while addressing an enlarged stakeholders meeting to articulate his sweeping reforms on Education made the following remarks: “When we came into office on May 29, 2019, I made it categorically clear that the present state of the Education sector in Gombe State was totally unacceptable. We met and Education system that was ravaged by inadequate and decayed infrastructure, large number of out of School children, absence of instructional materials and basic facilities as well as a teaching workforce that was poorly trained and ill- motivated. For years Gombe State continued to sit at the bottom of the National Education ranking like the National Common Entrance Examination the WAEC or NECO. Through concerted effort we declared a State of Emergency in the education sector and deployed a multi-disciplinary approach to deal with our educational challenges. On one hand we rolled out the Better Education Service Delivery for All, BESDA project in order to mop up out of School children and increase basic literacy and numeracy on the other hand, we ramped up investment in school infrastructure by renovating over four hundred schools through the effort of the State Universal Basic Education Board, SUBEB in conjunction with the Universal Basic Education Commission, UBEC. Our administration understands that there will be no improvement in education outcome without commensurate improvement in the quality and capacity of our teaching staff. It is in this regard that we set up the Teachers Resource Centre at Kwami which is the first of its kind in the North East sub-region. The Centre will help in training, retraining and upgrading the capacity of our Teachers for effective learning and better service delivery”. The above remarks by Governor Muhammadu Inuwa Yahaya Summed up and further reinforced his nine (9) point campaign promises for the Education sector which are as follows: Increase budgetary allocation to the sector to enhance learning outcome; vigorously implement the policy of free and compulsory Universal Basic Education; Pursue a comprehensive teacher training and retraining programme for effective service delivery and enhance the welfare of teachers through prompt payment of salaries and improve allowances. Others are provide critical learning facilities and equipment in all Primary and Secondary schools in the State; strengthening guidance, counselling and mentoring units in schools; Improve and ensure regular payment of students bursary allowances to indigenous students of tertiary institutions; Significantly increase funding to the two State Universities and other State owned tertiary institutions and Increase access to and judicious utilisation of educational funding from Federal Agencies, International Donors and NGOs.

The mid term score card of Governor Inuwa Yahaya reveals that of these campaign promises for the Education sector, his administration was able to fully deliver five while the remaining four are ongoing, with appreciable progress. For instance on teachers training which is sine quo non to effective teaching and learning, the administration of Governor Inuwa Yahaya has established a state-of-the- art Teacher Resource Centre in Kwami which is currently providing regular comprehensive training of teachers across the State. On free and compulsory education, the Gombe State Government through the Better Education Service Delivery for All BESDA has since mopped up over three hundred thousand out of School children and established 676 non-formal girl- child and Almajiri learning centres. Furthermore, the Gombe State Government under the leadership of Governor Inuwa Yahaya constructed/renovated and fully equipped 584 classrooms in 156 schools across the State, it equally provided over 30, 000 students with furnitures in various schools and informal learning centres. The Government also drilled boreholes and built VIP toilets in selected schools across the 11 Local Government Areas of the State, this is in addition to the systematic renovation and upgrade of five legacy schools to special schools. Similarly in the last few years of the administration of Governor Muhammadu Inuwa Yahaya, the Education sector has seen an increase in budgetary allocation by more than 50%. This has led to an improved learning outcome as evidenced in the rapid improvement in students performance especially in the 2020 and 2021 National Examinations. The payment of bursary to students of Gombe State origin was another area the Gombe State Government has been given adequate attention. To this day, the administration of Governor Muhammadu Inuwa Yahaya has paid over one hundred and nineteen million in students bursary and still counting.

Today the Education sector in Gombe State has substantially been revamped as indicators now show a considerable increase in School enrollment, literacy, numeracy and positive learning outcomes.

For the administration of Governor Muhammadu Inuwa Yahaya, the mid-term score card is an expose of his campaign promises and whether or otherwise the Governor has been able to work the talk.

For keen observers and ardent followers of the Governor’s policies and programmes in the State, particularly those who are previledged to peruse through the Mid-Term report, the Governor’s performance is nothing short of a credit mark.

Minister of Education gives out Daughter’s hand in marriage.

The ancient city of Azare in Bauchi State was agog when dignitaries from all works of life join the family of the Minister of Education Adamu Adamu to celebrate the wedding of his Daughter Fatima Zara Adamu who got married to Ibrahim Ibrahim Gamawa.

The wedding was contracted by the Chief Imam of Azare Central Mosque Abdullahi Usman after the pronouncement of One Hundred thousand naira dowry.

The wedding Fatihah witnessed by Hundreds of well wishers, among whom was the Vice President Professor Yemi Osinbajo, the Senate President, Governors, National Assembly members and Captain of industry among others.

Meanwhile, Governor Muhammadu Inuwa Yahaya has congratulated the Minister of Education Malam Adamu Adamu on the successful wedding of his Daughter Zara.

Speaking through the Secretary to the State Government SSG Professor Ibrahim Abubakar Njodi, the Governor said it is the wished of every parent to see their Children grow into adult hood and have their own home with a view of rising their own family.

While congratulating the newly wedded couples he employed them to imbibe the spirit of tolerance, patience and love while their marriage last.

The SSG was accompanied by Commissioner for Rural Development, Muhammad Danladi and Special Adviser Communication and ethical orientation Auwalu Andullahi.

APC Reconciliation committee met with Gov. Inuwa, Sen. Goje at a meeting to broker peace.

Earlier today in Abuja, the National Reconciliation Committee of the All Progressives Congress (APC) met with Governor Muhammadu Inuwa Yahaya and Senator Danjuma Goje at an enlarged meeting attended by the National Chairman of the APC Caretaker/Extraordinary Convention Planning Committee and Governor of Yobe State, Hon. Mai Mala Buni and other party bigwigs, including former Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara, Senators and former governors among others.

The meeting was held at the residence of the former Governor of Nasarawa State and Chairman of the APC reconciliation Committee, Sen. Abdullahi Adamu.

Both Governor Inuwa Yahaya and Senator Danjuma Goje were given opportunity to present their respective positions on the seeming misunderstanding and conflict in the APC in Gombe State and a robust discussion was held with a view to unravelling what the problems are, and how best to proffer solutions and resolve the differences as well as cement all cracks within the party in the State ahead of the national convention and preparatory to the 2023 general elections.

This meeting was a continuation of the earlier one held in Gombe when the Abdullahi Adamu- led committee interacted with Governor Muhammadu Inuwa Yahaya and other senior party stakeholders, with a view to addressing perceived grievances and disagreements arising from the recently concluded party congresses in the State.

Although after that meeting in Gombe, Sen. Adamu told journalists that it became clear to his committee beyond any reasonable doubt, that Gombe state APC is intact and stronger under the leadership of Governor Muhammadu Inuwa Yahaya, he however indicated that they will leave no stone unturned to explore all ways of cementing all cracks, integrating members and strengthening the unity in the party.

“Do not hesitate in investing back home” Mai Kaltungo tells subjects in Diaspora.

Gombe Governor Mourns Yayaji Ahmed.

Governor Muhammadu Inuwa Yahaya has expressed grief over the demise of Alhaji Yayaji Ahmed, popularly known as Yayaji Candos who died yesterday in Abuja after a protracted illness.

The Governor, in a condolence message, described the death of Alhaji Yayaji as a huge loss, not only to his family, but the state in general.

He lamented that the late Yayaji died at his prime when hopes and expectations were high on him for greater heights and exploits as a business man and vibrant young man with penchant for the progress and development of Gombe State.

He consoled his family members and associates to take solace in the fact that the deceased left behind good records and lasting imprints that will continue to linger in the hearts of the people.

Governor Inuwa conveyed the condolences of the Government and people of Gombe State, praying Almighty Allah to forgive the shortcomings of the deceased and grant him Aljannat Firdaus.

Governor Inuwa Yahaya Swears-in Justice Joseph Awak As New Acting Chief Judge.

… Charges Judiciary Helmsman To Ensure Dispensation Of Justice Without Fear, Favour

Governor Muhammadu Inuwa Yahaya has sworn-in a new Acting Chief Judge of Gombe State, Justice Joseph Ahmed Awak. The swearing in of the jurist was sequel to the attainment of the mandatory retirement age of the former Acting Chief judge of the State, Justice Mu’azu Pindiga.

Speaking at the ceremony, Governor Muhammadu Inuwa urged the new judiciary helmsman to dispense justice to all manner of people in the State, without discrimination, fear or favour.

He assured that his administration will continue to support the Judiciary and Legislature in discharging their statutory responsibilities effectively for the overall benefit of the good people of Gombe State.

The Governor said the retirement of the State Acting Chief Judge, Justice Mu’azu Pindiga ushered-in the appointment of the most Senior High Court Judge.

The Governor noted that the citation of Justice Joseph Awak attests to the jurist’s reputable standing to superintend over the judicial arm.

He added that his dedication, experience, principles and forthrightness make Justice Joseph Awak a worthy ambassador and deserving of the exalted seat, expressing confidence in his ability to take Gombe State Judiciary to greater heights.

“My Lord, the Acting Chief Judge, with your oath taking, constitutionally it has made you head of the Judiciary, the third arm of Government in the State. As the administrative head, we urge you to dispense justice to all manner of people in the State, without discrimination, fear or favour”.

The Governor maintained that the Executive arm will continue to support the Judiciary and the Legislature as they discharge their statutory responsibilities for the overall benefit of the people of the State.

“On our part, this administration will continue to support the Judiciary and Legislature in discharging their statutory responsibilities effectively for the overall benefit of the good people of Gombe State”.

“Let me reiterate that it is the desire of this administration to have a harmonious working relationship with both the Judiciary and the Legislature; the three arms of Government have to partner for the development of our dear State and our country’s young democracy, no doubt our unity is our strength”.

Governor Inuwa Yahaya assured members of the Judiciary that his administration will continue to provide all the necessary facilities and funding that will enhance speedy administration of Justice in the State.

While congratulating the new Acting Chief Judge for assuming the headship of the Judiciary in the State, Governor Muhammadu Inuwa Yahaya equally paid tribute to the imnediate past Acting Chief Judge, Justice Mu’azu Pindiga for his service to the State.

Earlier speaking, the Secretary to the Gombe State Government, Professor Ibrahim Abubakar Njodi said the inauguration of Justice Joseph Ahmed Awak as the new Acting Chief Judge followed the retirement of the former Chief Judge Justice Mu’azu Pindiga.

He equally used the occasion to thank the former Chief Judge for his meritorious service to the State and Nigeria as a whole.

The Swearing-in ceremony was witnessed by Supreme Court Justice, Adamu Jauro, Judge of the Court of Appeal, Hamma Barka, traditional rulers among other dignitaries.

In a related development, Governor Muhammadu Inuwa Yahaya has sworn-in four Special Advisers to add up to the pool of political office holders in the State.

Those sworn-in include Professor Namala Keftin Amuga as Special Adviser ( Project Implementation, Monitoring and Evaluation), Barr. Sani Ahmed Haruna( Human Capital Development), Shehu Adamu Sokoto (Special Services) and Ibrahim Musa Bakas (Special Duties).

Governor Inuwa Yahaya Inspects Ongoing Construction Work At General Hospital, Bajoga.

…Expresses Satisfaction With Quality, Speed Of Work

Governor Muhammadu Inuwa Yahaya says healthcare system reform will continue to remain one of the priorities of his government.

The Governor gave this indication when he undertook an unscheduled inspection visit to the ongoing reconstruction work at the General Hospital, Bajoga in Funakaye local government area.

Governor Inuwa Yahaya was conducted round by the site engineer, Alkasim Jaudo who briefed him on the project’s status.

The Governor who inspected some sections of the hospital under construction, such as the accident and emergency unit, General Administrative block , Pharmacy, tuberculosis diagnosis and treatment centre among others, expressed satisfaction with the quality of work he saw at the medical facility.

He said given the priority his administration accords the healthcare, similar projects are currently ongoing in all the senatorial zones of the State.

“Aside from this project in Gombe north, also in Gombe south senatorial district, our government is carrying out reconstruction work in Kaltungo general hospital while in Gombe Central, a befitting multi billion naira General hospital project is also currently ongoing in Kumo”.

“The rationale behind awarding the contract to indigenous companies is to get good results and ensure quality work because no serious indigenous contractor will agree to compromise quality in any projects that their communities stand to benefit”, he added.

The Governor urged project contractors anywhere in the state to ensure standard in their work.

Appreciating the Governor, the Chairman of Funakaye Local Government Council, Ibrahim Adamu Cheldu, said reconstruction and remodeling of the general hospital, Bajoga will surely be of great benefit, not only to the people of the area but to including those of neighbouring States of Yobe, Borno and Bauchi.

He said the over 40 year old healthcare facility did not receive any attention until the coming of the present administration of Governor Muhammadu Inuwa Yahaya and as such the people of the area will forever remain grateful for the gesture.

“Your Excellency, this hospital was built about 40 years ago by your father, the late Alhaji Yahaya Umaru of blessed memory. We are happy and proud to witness that 40 years after, the great Dan Maje is making the difference, remodeling and transforming this facility for the benefit of our people and indeed those of the neighbouring States.

Remain resolute, steadfast to the Nigerian project”, Professor Njodi tells Gombe citizens, Nigerians in New year’s message.

The Secretary to the Gombe State Government Professor Ibrahim Abubakar Njodi has appealed to the citizens of the State and Nigerians in general not to give up hope in the Nigerian project describing the current challenges bedeviling the country passing phase.

Professor Njodi who gave this indication in a New Year message equally enjoin Nigerians to remain resolute steadfast and committed to the Nigerian project which was originally tailored towards a fair and just society.

The SSG appealed to Nigerians not to despair in the face of daunting challenges but to intensify prayers for divine intervention in Nation’s current woe while supporting the Federal Government’s efforts at stemming the tide of insecurity in the country.

The University Don cum Chief scribe express confidence in the ability of the present administration in the country to surmount the challenges confronting Nigeria and Nigerians.

On the home front Professor Ibrahim Abubakar Njodi calls for continued support to the policies and programmes of Governor Muhammadu Inuwa Yahaya which is fundamentally aimed at institutionalising the State on the path of sustainable economic and infrastructural development.

He recalled with satisfaction the sterling performance of the Governor so far particularly in the areas of health, education Agriculture, water resources as well as economic and infrastructural development among others.

2021/2022 Legal Year: Governor Inuwa Restates Commitment To Judicial Independence, Welfare Of Officers

… As Acting CJ Praises Gombe Governor’s Friendly Disposition To Judiciary, Respect To Rule of Law

Gombe State Governor, Muhammadu Inuwa Yahaya( Dan Majen Gombe) has reiterated his administration’s commitment to ensuring a strong and independent Judiciary in order to facilitate fair and speedy dispensation of justice as well as the overall transformation of the judicial arm of Government.

Governor Inuwa Yahaya stated this during a special court session to mark the commencement of the 2021/2022 legal year organized by the Gombe State Judiciary held at the State’s High Court Complex.

He assured that his government will continue to support and sponsor man power development and training as well as other aspects of welfare of Senior Judges and other Judiciary staff in the State so as to maintain the production of well-equipped and skilled officers while providing a conducive working environment for the Judiciary.

The Governor remarked that in its determination to ensure autonomy of both the Judiciary and Legislature and in line with the principle of separation of powers, he recently assented to the Law granting financial autonomy of the Judiciary and Legislative arms of government in the State.

He observed that the commencement of the 2021/2022 legal year of the Judiciary is significant as it gives members of the bar and the bench the opportunity to have a sober reflection, self-assessment and critical examination of its achievements and challenges in the preceding year.

“Let me reiterate that our administration is committed to ensuring a strong and independent Judiciary in order to facilitate fair and speedy dispensation of justice as well as the overall transformation of this very important arm of Government”.

Governor Inuwa Yahaya used the occasion to commend members of the Judiciary for the laudable achievements and successes recorded by the courts in the discharge of their statutory responsibilities in the last legal year.

He noted with satisfaction the speedy dispensation of cases, especially in the lower courts where bulk of the cases are usually filed and presented for hearing.

“Equally for this new Legal Year, we wish the Judiciary a better performance in justice delivery, commitment and hard work in the disposition of cases before them. The respect for the rule of Law demonstrated by Mr. President and Commander- in- Chief of the Armed Forces of the Federal Republic of Nigeria has undoubtedly strengthened the crucial role of the Judiciary in the promotion and sustenance of democracy in Nigeria today”

“Suffice it to say, criminal justice delivery is a collective responsibility of all stakeholders in our judicial system. I find it imperative to commend the Judiciary for working in harmony with other sectors towards achieving our desired goal of entrenching a truly crime free and peaceful society. It is in this regard that I recently appointed 3 High Court Judges and 2 Khadis of the Sharia Court of Appeal to enhance speedy dispensation of justice. The State Government equally provided vehicles to the newly appointed Judges and Kadis to facilitate effective service delivery. Let me use this opportunity to assure the entire members of the Judiciary that we would continue to make available all necessary facilities that will enhance the effective discharge of their responsibilities”.

Governor Inuwa Yahaya said Government is aware of the challenges facing the Judiciary, particularly in the face of the current security challenges and high wave of crimes threatening peace and harmony in the North-East Sub-region and the nation in general.

He equally maintained that his administration is also mindful of the necessary financial requirements of the Judiciary. “I am constrained to point out however, that Governments at all levels are forced to drastically cut down expenditure as a result of the global economic crisis occasioned by the covid-19 pandemic. That notwithstanding, I want to assure My Lords that our administration is fully committed towards meeting the demands of the Judiciary. It is against this backdrop that Government considered the demands of the Judiciary Staff Union (JUSUN) which resulted in the mutual agreement that brought to an end the recent strike action embarked upon by the Union. I must commend the dexterity, maturity and high sense of leadership exhibited by the Union”.

He stressed that his administration will continue to support and sponsor man power development, training and other aspects of welfare of Hon. Judges and Judiciary staff in the State. This according to the Governor, is aimed at producing well-equipped and skilled Judicial Officers and Staff, while providing a conducive working environment for the Judiciary.

He said the State Government is committed towards strengthening of the Ministry of Justice to make it proactive and a worthy stakeholder in the administration of Criminal Justice in the State.

“In the spirit of the New Legal Year and in order to decongest our Prisons, I would like to appeal to our Judges and all stakeholders to ensure speedy determination of cases. As My Lords would say, “Justice delayed is Justice denied”.

He assured the Judiciary that Government would look into all the issues raised with a view to positively responding to them within avaliable resources.

Earlier speaking, the Acting Chief Judge of the State, Justice Mu’azu Abdulkadir Pindiga said in the year under review, the Gombe State Judiciary was able to hear and determine a total of ten thousand two hundred and seventy one cases out of the fourteen thousand seven hundred and fourteen litigations comprising both civil and criminal cases.

Justice Mu’azu Pindiga equally revealed that the Judiciary generated the sum of fourty eight million four hundred and fifty five thousand five hundred and ninety nine naira in court fees and fines as revenue.

The Gombe State Acting Chief Judge who will soon is bow out of service after attaining the compulsory age of retirement, used the occasion to thank Governor Muhammadu Inuwa Yahaya for his friendly disposition to the Judiciary and respect to the rule of law, urging him to sustain steam.

The Gombe State Attorney General and Commissioner of Justice, Barr. Zubair Muhammad Umar told the gathering that from all intent and purposes, Governor Muhammadu Inuwa Yahaya has surpassed all expectations concerning his cordiality with the Judiciary and more importantly his respect to the rule of law.

He said since coming into office, the Governor has pragmatically addressed most challenges confronting the Judiciary through the construction and furnishing of office accommodation and digitization of offices of State counsels among other numerous interventions.

The Chairman, Nigeria Bar Association, NBA, Gombe State Chapter, Barrister Ahmed Tukur observed with satisfaction the coming into effect, the State Administration of Criminal Justice which he said was made possible through the instrumentality of Governor Muhammadu Inuwa Yahaya

He called on security agencies in the State to be civil in their dealings with members of the bar and the bench as well as citizens of the State.

Gombe Governor Receives Lawmaker, Asma’u Iganus, Thousands of PDP Supporters Who Defect To APC.

Governor Muhammadu Inuwa Yahaya has led other chieftains of the All Progressives Congress, to receive Hon. Asma’u M. Iganus, Member representing Shongom Constituency in the State House of Assembly with her mammoth supporters who defected from the opposition People’s Democratic Party, PDP to the rulling APC.

Speaking during the formal reception of the lawmaker at Lapan, Shongom LGA, the Governor expressed delight to receive her and her teeming supporters, assuring that he is ready to work with her to ensure success of the APC in 2023 and beyond.

“Even before she made her decision to join the APC, she once came to me and presented a complaint about the need to reconstruct a bridge in her constituency and I granted her wish and did the work without any hesitation”.

Governor Inuwa Yahaya said the APC-led administration in Gombe State is committed towards executing policies and programmes that have direct bearing on the lives of the people across the State.

The Governor praised the forsight and political sagacity of Hon. Asma’u Iganus saying her cross over to APC is not by accident but choice predicated on the superlative performance of the governing party in the State.

He said the coming in of Asma’u and over 2000 of her supporters could not have come at a better time than now when the APC-led government in the State is creating an atmosphere of sustainable socio-economic and infrastructural development that will at the long run create jobs for the teeming youths of the State.

Governor Inuwa Yahaya explained that the implementation of the ‘network 11-100’ road construction initiative is moving on as enunciated in his administration’s policy document and there assured the people of Shongom Local Government Area the roads linking Filiya to Gundali and Lapan to Burak will soon start.

The Governor reiterated his administration’s commitment to fulfill all promises made to the people of the State during the electioneering campaigns.

The Gombe State APC Chairman, Mr. Nitte Amangal said the defection of Hon. Asma’u Iganus was based on her personal conviction and faith in the administration of Governor Inuwa Yahaya whose stock in trade is the good and welfare of the people. He assured that Asma’u and all other new entrants will enjoy all rights and privileges of members.

Mohammed Luggerewo remarked that as the only female lawmaker in the House, her decamping is one that must be applauded by all men and women of goodwill.

Speaking during the event, Hon. Asma’u Iganus said that she was inspired by the giant strides of Governor Inuwa Yahaya and his leadership style. She assured to deliver her constituency to the Governor and the APC come 2023.

“We are with you and we are happy to identify with your administration because of the developmental projects you brought to Shongom LGA and to Gombe State entirely”.

In a goodwill message, Senator Joshua Lidani noted that Hon. Asma’u Iganus is a strong and quintessential politician whose understanding of political discourse and engagements is pragmatic and beneficial.

Others who spoke in the same line of thought include the member representing Kaltungo/Shongom Federal Constituency, Hon. Simon Elisha Karu, the chairman Shongom Local Government Yohanna Nahari, Commissioners of Higher Education and Women Affairs, Hon Meshack Audu Lauco and Mrs Na’omi JJ Awak respectively as well as the Director-General, Federal Government Bureau, Mr Nuhu Sada Laumara among others.
