Gombe State House of Assembly passes 2021 Appropriation bill of 120 billion into Law.

Gombe State House of Assembly has passed into law the State 2021 Appropriation Bill of One Hundred and Twenty Billion, Three Hundred and Forty Six Million, Five Hundred and Thirty Six Thousand, Six Hundred and Twenty Six Naira.

(N120,346,536,626.00) reflecting an increase of Six Hundred and Eighty Two Million, Six Hundred and Eighty Thousand Naira (N682,680,000.00) over the initial sum of One Hundred and Nineteen Billion, Six Hundred and Sixty Three Million, Eight Hundred and Fifty Six Thousand, Six Hundred and Twenty Six Naira (N119,663,856,626.00) proposed by the State Governor Alhaji Muhammadu Inuwa Yahaya.

Presenting recommendations to that effect contained in a report of the House Committee on Appropriation on the floor of the House, the Chairman of the Committee Aliyu Baba Manu said this year’s budget estimate is derived from 2021 to 2023 Medium Term Expenditure Framework (MTEF).and Fiscal Strategy Paper (FSP) with Macroeconomic assumptions of daily production of 1.86 Million Barrels at $40 per barrel, exchange rate of N379 to a US Dollar and Mineral Ratio of 35% as well as 15.86% Implied growth in VAT among others.

He said the Budget is made up of a Capital Expenditure of Sixty one Billion, Six Hundred and Forty Five Thousand, Four Hundred and Fifty Five Naira (N61,645,455,000.00) representing 51.25% and a Recurrent Expenditure of Fifty Eight Billion, Seven Hundred and One Million, Eighty One Thousand, Six Hundred and Twenty Six Naira (N58,701,081,626.00) representing 48.8%.

He added that, the Budget which has an opening balance of Thirteen Billion Naira (N13,000,000,000.00) will be funded with Recurrent and Capital Receipts of One Hundred and Thirteen Billion, Five Hundred and Eighty Six Million, Five Hundred and Thirteen Thousand Naira (N113,586,513,000.000) with a deficit of Six Billion, Seven Hundred and Sixty Million, Twenty Three Thousand, Six Hundred and Twenty Six Naira (N6,760,023,626.00) that will be financed with Internal and External Borrowings of Seven Billion, Five Hundred Million Naira (N7,500,000,000.00) leaving Seven Hundred and Thirty Nine Million, Nine Hundred and Seventy Six Thousand, Three Hundred and Seventy Four Naira (N739,976,374.00) as Closing Balance.

Giving the sectorial allocation of the Capital Expenditure, Aliyu Baba Manu said the Economic Sector has the highest allocation of Thirty Six Billion, Sixty Nine Million Five Hundred and Fifteen Thousand Naira only (N36,069,515,000.00) representing 58.5% followed by Social Sector with Twenty Billion, Four Hundred and Seventy Eight Million, Five Hundred Thousand, Naira (N20,478,500,000.00) representing 33.2% while Administrative, and Law and Justice Sectors have Three Billion, Seven Hundred and Sixty One Million, Twenty Thousand Naira (N3,761,020,000.00)representing 6.1% and One Billion, Three Hundred and Thirty Six Million, Four Hundred and Twenty Thousand Naira (N1,336,420,000.00) representing 2.2% respectively.

After thorough debate, the House approved the Budget size and the sectorial allocation.
The House also approved the recommendations of the Committee that the Gombe State Fire Service be provided with sufficient fire fighting vehicles and office accommodation to enable them discharge their duties effectively and that henceforth citizen engagement be done before bilateral discussions with MDAs.

Speaking shortly after the passage of the Budget, the Speaker Rt Hon. Abubakar Mohammed commended the Appropriation Committee for presenting an articulate report that guided the House in taking informed decision despite the short time given to it.

He commended the State Governor Alhaji Muhammadu Inuwa Yahaya for proposing a people oriented budget with a capital to recurrent expenditure ratio of 51.2 to 48.8 percent as well as taking cognizance of macroeconomic indices in preparing the budget.

While calling on the Executive to ensure effective implementation of the budget as approved by the House, the Speaker urge standing Committees of the House to be diligent in oversighting on MDAs under their purview to achieve appreciable performance in the implementation of the 2021 Budget.

Gombe Governor Commissions NACA Northeast Zonal Office in Gombe.

… As NACA Lauds Gombe Government’s Commitment Towards Repositioning Health Sector

Governor Muhammadu Inuwa Yahaya earlier commissioned the Northeast Zonal Office of National Agency for the Control of Aids in Gombe.

The NACA zonal office is located at the Federal Low-Cost in Gombe metropolis.

Represented by his Deputy, Dr. Manassah Daniel Jatau, the Governor pointed out that the office is to serve the whole of the Northeast sub-region.

Governor Yahaya charged the health professionals to change their language and avoid capitalizing on the negative impression that HIV/AIDS has no cure, saying doing so is tantamount to stigmatization.

He stressed that “presenting a situation that gives no hope for improvement or cure kills the hope of survival of victims, as it also reduces the willingness of many people to approach medical facilities”.

The Governor said his administration has prioritised the health sector in view of its importance as the bedrock of development of every sector, since it is only when citizens enjoy good health that there can be any meaningful development.

“In that spirit” he said, ” the state government has put in place functional health facilities in each of the one hundred and fourteen political wards in the state.

In a remark, the Director General, National Agency for the Control of Aids (NACA) Dr. Garba Aliyu, represented by Emmanuel Chenge, Director Administration and Support Services, NACA , itemized nine-point responsibilities of the zonal office.

The nine points according to him include, providing mentorship and support to State Agency for the Control of Aids (SACAs) in the zones to fulfil their mandates, to provide advocacy, resource mobilization, partnership coordination and muscle power support to SACAs in the zone and to facilitate between the National and State Technical teams among others.

He expressed delight that Gombe State is recording huge success in the prevalence rate of HIV/AIDS compared to neighbouring states.

According to NACA Headquarters, “Gombe State reached ninety-five percent (95%) of test rate of its population, ninety- five percent(95%) of those found positive are on drugs in Gombe State have suppressed their viral load, meaning they cannot infect others though they are positive”.

Earlier, the Northeast Zonal Coordinator of NACA, Dr. Danjuma Garba appreciated the commitment of the state government toward improving health services, and assured that they will work hand in hand to ensure the state becomes first in controlling the spread of the virus.

Goodwill messages came from the representative of Civil Society for HIV/AIDS in Nigeria (CiSHAN) Mr. Bachama Yusuf and the Program Manager, Centre for Integrated Health Program ( CIHP)Mrs Emily Madina.

Governor Muhammadu Inuwa Yahaya promises free,fair and credible Local government councils election. By Ben Ngwakwe,Gombe.

The sincerity of state government in upholding the democratic dividends to the people of Gombe State had been pronounced as the Gombe State Governor Muhammadu Inuwa Yahaya has promised free,fair and credible forthcoming local government councils elections.

Speaking on Thursday on the statewide broadcast, the Governor lamented that election is the most important pillar of any democracy and It was the strongest political mechanism through which people could select their leaders in an atmosphere of freedom and fairness hence It is the demonstration of popular will that makes democracy a government of the people, by the people and for the people.
According to the purposeful Governor, his administration came to power through the historic elections of March 2019 and they have not relented in the determination to deliver democratic dividends to the people through the provision of people-oriented programs and policies.
He said the evidence is clear for all to see as Gombe State is on the path of sustainable progress and an all-inclusive development trajectory.

” As the third tier of government and the one that is closest to the grassroots, our local governments deserve the highest priority. Therefore, the decision on who governs them and how they should be governed is a matter of great priority. It is my sincere hope that the upcoming elections will usher in competent and trustworthy administrators who would help us manage the affairs of our local governments and indeed, our dear State.”

“In line with the provisions of the 1999 Constitution (as amended), we constituted the State Independent Electoral Commission for the purpose of conducting Local Government Elections in the State. Accordingly, we appointed capable and honorable individuals to run the commission. At the same time, we provided the Commission with necessary financial and institutional support in order to conduct a successful Local Government election”.

In order to fulfill its mandate, the Governor pointed out that Commission has drawn up activities and concluded all arrangements to the Election on Saturday 19th December, 2020 where Chairmen and Councilors of all our 11 Local Government Areas and 114 electoral wards would be elected to manage the affairs of our people.
The Governor further said ,”it is worthy of note that the election process does not just start and end with voting on the election day. It is a process that starts with registration of political parties, expression of interests, selection of candidates, election proper, swearing-in and possible post-election litigations. So far, we are satisfied with the conduct of GOSIEC in the provision of a level-playing ground to all political parties”.

He added further that as part of their responsibilities to ensure peaceful elections and they have mobilized security agencies to ensure voters and election officials are accorded the necessary protection to vote in peace and tranquility.

He warned that his administration has zero tolerance for violence or any election-related crime and therefore called on all stakeholders to desist from any act that would endanger the lives and property of the people, adding that ” no political ambition is worth the blood of any Gombe citizen and my administration will deal decisively with any troublemaker no matter how highly placed”.

He urged various political parties and their agents to conduct themselves and play the game according to its laid down rules and regulations.

” Elections, like every other contest, must have winners and losers. It is not a do-or-die affair. At the end of the process, every side should respect and accept the will of the people and move on. On our part, we have provided the enabling environment for free and fair participation in the electoral process to all political parties, in line with laid down constitutional provisions. I am confident that the Gombe State Independent Electoral Commission will conduct the election with a remarkable degree of professionalism, fairness, equity and justice”.

” As you are aware, there is a resurgence of Covid-19 infections across the country. We are closely monitoring the situation as it unfolds. I therefore urge voters, election officials and the general public to comply with the relevant Covid-19 protocols during and after the elections”.

Inuwa lamented further that irrespective of the outcome of the local government elections on December 19, he stressed that the ultimate winner is Gombe State and its people who are desirous of good governance and are committed to its progress.

The Governor noted that ” as part of the measures to ensure a peaceful and successful election, Government has declared Friday a work-free day in order to enable our people return to their various local government areas for the election. We are also putting restrictions on all non-essential movements on election day in order to ensure enhanced security and safety,” adding that “these regulations are in our collective interest. I therefore call on people to abide by them and cooperate with election and security officials”.

He expressed happiness for their unprecedented support so far and the tremendous successes recorded by the administration which would not have been possible without their untiring support and prayers as well as appeal to all eligible voters to come out en masse and cast their votes without any fear of intimidation.

He implored the traditional, community and religious leaders to continue to preach for peaceful co-existence amongst the people before, during and after the elections and also called on the press to conduct themselves with utmost professionalism, avoid fake news and desist from spreading unverified information that may be capable of disrupting the much-cherished peace and stability that Gombe State is known for.

Gombe Governor Mourns Durbin Gombe.

…Attends Funeral Prayer for Late Elder Statesman

Governor Muhammadu Inuwa Yahaya of Gombe state has expressed deep sadness over the demise of elder statesman, Alhaji Lamido Abubakar (Durbin Gombe) who died yesterday in Gombe at the age of 79.

The Governor who attended the funeral prayer for the deceased traditional title holder held at the Bubayero Central Mosque, Emir’s Palace, Gombe, described the death of Durbin Gombe as a huge loss to the state and the nation.

The Governor, in a message of condolence, noted that the late elder statesman devoted a better part of his life to the service of the state, country and humanity and left behind a legacy of honour and dignity.

According to the Governor, “The whole of Gombe State has suffered a huge loss with the death of Durbin Gombe, who ranked as one of the most respected elders and community leaders in the state.

He consoled the bereaved to take solace, not only in the fact that all living souls must taste death, but also that the deceased had lived a fulfilled and honorable life worthy of emulation.

Governor Yahaya conveyed the deepest condolences of the government and people of Gombe state to the Durbi family and the Gombe Emirate Council where he served as member and one of the king makers until his demise.

He prayed Almighty Allah to forgive his shortcomings and reward his good deeds with Aljannat Firdaus.

Gombe Governor loses Two Uncles, Alhaji Shehu, Alhaji Ahmadu.

Gombe State Governor, Alhaji Muhammadu Inuwa Yahaya has lost two of his uncles, Alhaji Shehu Umar, who died today and Alhaji Ahmadu (Ganjar) Umar who passed on yesterday.

The late Alhaji Shehu, 69, was until his demise, a board member at the state’s Teachers Service Commission ( TSC) while Alhaji Ahmadu (Ganjar) was a Gombe based business man.

Governor Yahaya attended the funeral prayers for the two deceased relatives held at Bello Doma mosque, yesterday and today respectively.

The Speaker of Gombe state House of Assembly, Hon. Abubakar Luggerewo led members of the state House of Assembly while Secretary to the state Government, Professor Ibrahim Abubakar Njodi led members of the State Executive Council, including the Chef of State, Alhaji Abubakar Inuwa Kari to the funeral prayers and subsequently paid condolence to the Governor and his family.

Gombe state government had through the SSG, condoled with the Governor and the entire members of his family over the loses, praying Almighty Allah to reward their good deeds with Aljannat Firdaus.

Also, the state Chairman of the APC caretaker Committee, Mr. NIitte Amangal led his Exco members and some local government party officials on a condolence visit to the Governor at the government house.

Ahead of the December 19 Local Government Council Election in Gombe State, the All Progressives Congress, APC has flagged-off campaign and presented flags to its eleven candidates in the forthcoming election.

Speaking at a ceremony which attracted thousands of party faithful at the Pantami township stadium, Governor, Governor Muhammadu Inuwa Yahaya enjoined supporters of the APC in the State to come out enmasse and vote for the party to guarantee sustainable growth and development at the grassroots.

Governor Inuwa Yahaya, represented by the Secretary to the Gombe State Government, Professor Ibrahim Abubakar Njodi said since coming into office in 2019, his administration has achieved tremendously in various sectors of human endeavours.

The Governor, who use the occasion to reel out some of the achievements recorded by his administration so far, said his government had ensured timely procurement and distribution of fertiliser to farmers in the State which has invariably improved crop yield leading to bumper harvest across the State.

He said in keeping to his campaign promises, his administration has made remarkable progress in the provision of portable drinking water to Gombe metropolis and environs, saying the expansion of the supply of water will continue until a substantial part of the State is free from its scarcity.

In the health sector, the Governor was pleased to inform the mammoth crowd that his administration has substantially revitalised the primary health care centres across the one hundred and fourteen wards of the State, this, the Governor explained, is in addition to the remodeling of the State Specialist hospital and overhaul of some general hospitals in the State.

The Governor equally reminded the crowd of party faithful that the declaration of the State of Emergency by his administration in the education sector has brought about tremendous improvement in Infrastructural development, school enrolment through the BESDA programme and teachers motivation which were hitherto in unacceptable conditions.

He said his flagship project of network eleven hundred which seeks to build at least one hundred kilometres of roads in each of the 11 Local Government Areas of the State is well on course and will be delivered before the expiration of his first tenure.

On security, the Governor said his administration, through the support of security agencies and the citizens has been able to stem the tides of crimes and criminality so that the people of the State can go to bed with their two eyes closed.

He also highlighted on other sectors that witnessed transformation, including environment, trade and investment as well as partnership drive to improve human capital development in the state.

Governor Yahaya charged candidates for the forthcoming Local Government in the state to embark on issue-based campaigns and engage all stakeholders across the strata of their respective Local Government areas.

The chairman campaign/ Election planning committee for the December 19 Local Government election, Alhaji Abubakar Mu’azu ( Yariman Kashere) said the party is well prepared for a sweeping and resounding victory.

He called on political parties participating in the Local Government Elections not to do anything that will jeopardize the process but to play by the rules of the game which ultimately must produce winners and loosers.

Gombe State Caretaker chairman of the APC , Mr. Nitte Amangal expressed optimism that APC will emerge victorious in the forthcoming elction.

“Giving the performance of the people’s Governor, Alhaji Muhammadu Inuwa Yahaya, the preparations by our campaign Committee as well as the solidarity and support we enjoy across the board so far, I have no doubt that we are going to win this election 100%”.

Other party stalwarts who delivered goodwill messages at the event included Senator Joshua Lidani, Hon. Abubakar Ahmed Yunusa, member representing Yalmatu Deba Federal Constituency who spoke on behalf of members of the National Assembly from Gombe state and Dr. Bala Bello Tinka.

Opposition parties almost nonexistent in Gombe State. By Ben Ngwakwe,Gombe.

The political victory of any political party in the state seems to start from the grassroots level where the majority of rural populace reside.
This grassroot politics also determines the victory of any political party both in the local government areas, governorships elections, Houses of Representatives and senatorial elections as well as presidency.
This local level elections that often produces the elected Chairmen of various local government areas are very important, imperative and should be given all seriousness it deserves if any political party intends to go home with victories based on adeguate preparations.
But in Gombe State, the local government elections for 114 wards and elected Chairmen for the eleven local government areas of the state was billed to take place on December, 19th, 2020 and up to the time of filing this report, it seems that the main opposition political party the People’s Democratic Party ( PDP) is dead in the state hence no serious campaigns strategies and political awareness was allegedly said to be in place to ensure that the PDP coat home with some victories at the forthcoming local government elections in the state.
It could be recalled that the aggressive elections campaigns, serious planning, critical strategies put in place with the grassroots mobilization in the state by then the opposition political party the All Progressive Congress (APC) brought the victory of the party into power for the first time in 2019 under the leadership of Governor Muhammadu Inuwa Yahaya but the reverse now is the case making political pundits to conclude either correctly or otherwise, alleging that the current opposition political party the People’s Democratic Party is dead on arrival as far as the forthcoming local government elections in Gombe State is considered.
While some observers are of the views that the absence of money bag politicians, influencial power brokers, career politicians who are willing to sponsor some of the campaigns activities were lacking within the party leaving the party “as dogs that can’t bite”.
Some argued that it was an advantage, some political observers pointed out that APC – led government worked on which are likely to give them victory in the forthcoming elections in the state.
Also, a chieftain of All Progressive Congress (APC) in Gombe State, Alhaji Abubakar Muzau alleged that the ruling party is going to clear all the wards and Chairmanship elections in all the local government considering adequate preparations and campaigns strategies put in place like the various meetings for the campaigns/ elections held and had constituted campaigns/ election planning and various Sub Committees to show their readiness.
Meanwhile, the All Progressives Congress, (APC) Gombe State, has constituted a 19- Member Local Government Councils Campaigns/Election Planning committee with Alhaji Abubakar Muazu (Yariman Kashere) as Chairman and Comissioner for Local Government and Chieftaincy Affairs, Hon. Dasuki Jalo as Secretary.
The party also constituted three sub committees, namely Security, Entertainment and Media respectively.

Gombe Governor Bags FISON Fellowship Award.

Gombe State Governor, Alhaji Muhammadu Inuwa Yahaya has been honoured with a fellowship award by the Fisheries Society of Nigeria ( FISON) in recognition of his remarkable achievements and giant strides in improving aquaculture and food security in general.

The award was presented to Governor Inuwa Yahaya during the Annual Conference of Fisheries Society of Nigeria (FISON) in Abuja where he was represented by the State Commissioner of Water Resources, Mijinyawa Yahaya.

Speaking shortly after being decorated with the award at the Council Chamber of the Government House, Gombe, Governor Muhammadu Inuwa Yahaya said the honour was for the entire people of the State.

He said, “I feel so much obliged to thank the Fisheries Society of Nigeria for the honour and I pray that we work assiduously to ensure that the objectives for which the Society was established are actualized not only in Gombe State but in Nigeria at large”.

Governor Yahaya said the award will spur his administration to work more diligently to ensure that the water bodies that are available in Gombe, especially the Dadin kowa and Balanga Dams are utilized properly and effectively for the improvement of the Nigerian aquatics industry, food security and the lives of the people.

Fisheries Society of Nigeria (FISON) is a professional organization of all fisheries practitioners. It is responsible for promoting and coordinating activities in the Fisheries sub sector of the Nigerian economy and has continued to champion the course of fisheries research and development, human resource capacity building.
