…Government To Adopt New Measures to Stem Perennial Clashes, Deal with Perpetrators
Gombe State Governor, Muhammadu Inuwa Yahaya has expressed deep concern over the renewed hostilities between the Lunguda and Waja speaking communities of Balanga Local Government Area of the State.
The Governor who sued for peace during the visit to the affected areas at Nyuwar and Gilengitu in company of heads of security agencies, warned for the umpteenth time, that his administration will not spare any person or groups bent on instigating violence and unleashing mayhem to achieve selfish desires.
He assured that perpetrators of the violence would be made to face the full wrath of the law.
Represented by the Secretary to the State Government, Professor Ibrahim Abubakar Njodi, the Governor observed that ” there is hardly any dividing line between the people of Lunguda and Waja in view of their long standing historical relationships covering critical areas like inter-marriages, cultural heritage and social ceremonies”.
He said his administration is deeply worried by the renewed violence, especially at a time when the rainy season is setting in for farmers to begin land preparation for this year’s cropping.
Governor Inuwa Yahaya explained that his administration has been diplomatic in ensuring amicable resolution of the Lunguda/Waja crisis in keeping with homegrown solution for peace. He however said the time has come for the government to deploy a new approach in dealing with the crisis which has so far claimed lives and properties worth millions of naira.
He called on the traditional and community leaders as well as the entire people of the area to cooperate with the government and security agencies deployed to ensure safety and security in their communities.
While at the Internally Displaced Persons Camp (IDPs) at Jessu where some of the victims are taking refuge, Governor Inuwa, who sympathised with them over the unfortunate incident, assured them of government’s immediate intervention to cushion their sufferings. He emphasized the need for the people of Lunguda and Waja to eschew violence in all its forms.
Earlier speaking, the district head of Nyuwar, Mr. James Pisagih appealed gor more decisive action in dealing with the perpetrators of the violence, saying ” Of course the Governor has done well in deploying security forces to maintain the peace but we are appealing to him as our leader to arrest and prosecute those instigating violence in this area”.
He said Nyuwar community has been under constant attack by individuals suspected militias from the neighbouring community who have so far “killed our people, destroyed our properties and means of livelihood of the people of this community”.
The traditional ruler expressed gratitude to Governor Muhammadu Inuwa Yahaya for his prompt response and sending a delegation to empathize with the people of Nyuwar, describing decision as a demonstration of examplary leadership.
In the same vain, the spokesperson for the Gilengitu community, Usman Adamu Sirja equally thanked Governor Muhammadu Inuwa Yahaya for showing empathy with the people of Gilengitu in their most difficult moment. He however suggested that the opportunities for peace are within touching distance if the government can convoke a peace and reconciliatory meeting to clear grey areas bordering on farmlands and access to Government facilities.
At Jessu, the district head had while responding to Governor Inuwa Yahaya’s message of peace, called for concerted efforts to end the carnage, just as he appreciated the Gombe State Governor for his prompt response to quell the renewed hostilities.
It will be recalled that due to the perennial clashes between the Lunguda and Waja communities spread between Adamawa and Gombe states, the Governors of the two states Muhammadu Inuwa Yahaya and Ahmadu Umaru Fintiri had summoned a peace meeting in Numan, Adamawa state which brought prominent sons and leaders of both communities in their respective states where they discussed on ways to achieve lasting peace in both communities who are brothers from time immemorial. During the meeting, tagged the “Numan Peace Accord”, an agreement was signed for the rebirth of peace and sustaining it among Lunguda and Waja communities.

Given the character of politics and governance in our clime, there is the tendency by the people to be cynical about pronouncements or promises made by political leaders especially during elections.
Of course, there is a legitimate concern perhaps as a result of experience by the populace over inability of governments to deliver on their manifestoes. Pointedly, this is a major issue in democracy.
It is noteworthy here that democracy itself aims to protect the best interest of the people not only through popular participation but also the inherent safety valves of its process that guarantee overall happiness of the people by serving the greatest interest of the highest number.
The foregoing are issues of public interest as Gombe State Governor, Muhammadu Inuwa Yahaya marks his third year anniversary in office.
Unlike in the recent past, there is a consensus of opinion among the citizenry and outsiders alike that the Inuwa Yahaya-led government has exhibited so much fidelity to his campaign promises and making a huge difference in the lives of the people.
Therefore, it strikes a common purpose of public good by interrogating the stewardship of Governor Inuwa Yahaya (Dan Majen Gombe) at this juncture and especially in the context of his second term bid having successfully secured the ticket of his party, the All Progressives Congress (APC). It is one crucial election he is poised to win insha Allah as a reward for his achievements in his first term.
What is so far seen in Gombe is the fact that Governor Inuwa Yahaya came into office well prepared with a broad vision and focus on the essence of his leadership and a good understanding of the development issues in the state.
We also take cognizance of his ideas-laden leadership and methodology, a clear process that speaks to his varied experiences both in the public and private sectors as a man with a Midas touch. The government’s distinctive success in the last three years, therefore, is a feature of consummate leadership that is so purposeful and determined to serve the people with commitment and serious about leaving a lasting legacy.
So when he said at inauguration in 2019 that he will fulfil all the campaign promises he made to all the 114 electoral wards and over 400 communities he visited to canvass for votes and as contained in his manifesto, he really meant it. He has now been vindicated as a promise keeper.
From education where the declaration of state of emergency has led to a revolution considering the scope and impact to health with similar performance to strategic infrastructure that has opened up Gombe State with several modern roads and the key issue of water provision trough the Gombe Regional Water supply scheme, the people are feeling a new sense of reality.
With over 200 capital projects executed in education, over 230 in the health sector and over 400 kilometres of roads under the Network 11-100 which targets the construction of at least 100 kilometres of roads in each of the 11 Local Government Areas of the state, the Jewel in the Savannah has changed tremendously in the critical development index compared to the inherited situation in 2019.
I think the revolution in education should be properly put into context here being a major interest of Governor Inuwa who on assumption of office had promised to break from the past by revamping the important sector. The first major step taken by the administration was to increase the budgetary allocation by over 60 per cent, a development that has significantly facilitated the construction, renovation and equipping of over 1000 classrooms in 156 schools, over 30,000 units of classroom furniture, sporting facilities, water, sanitation and hygiene infrastructure, laboratory equipment and other teaching materials. Of note here is the mopping up of over 350,000 out-of-school children from the streets and the establishment of over 700 non-formal girl-child and Almajiri learning centres carried out by the innovative Better Education and Service Delivery for All project (BESDA).The idea to designate 5 legacy secondary schools, namely, GGSSS Doma, GSSS Gombe, GSSS Kaltungo, GSS Dukku and GCSS Dadin Kowa as special schools to ensure qualitative education is forward looking just as the establishment of the Teacher Resource Centre in Kwami can only improve professional development of our teachers since they are critical to the government’s vision of qualitative learning.
Similarly, the one primary health centre in each of the 114 wards in the state is essential to healthy living and indeed basic to the Sustainable Development Goals (SDGs) where health is a major factor. Yes, the upgrading of the State Specialist Hospital to a standard tertiary hospital which has also facilitated the internship training of graduate doctors is now improving the number of doctors in the state. The government embarked on the upgrading of the state specialist hospital including the installation of relevant equipment that were hitherto lacking such as Xrays and Ultrasound machines, ECG, Echo, Endoscopy and equipping of the dialysis centre constructed by the past administration but left unequipped. In addition to that, one general hospital in each of the three senatorial zones is upgraded so as to make available to the people specialized services and reduce the burden on the state specialist hospital.
Perhaps, one of the fulfilled campaign premises that has so far endeared so many citizens of Gombe State was the provision of financial protection against catastrophic health expenditures through the creation of a contributory health insurance scheme and community based health insurance for the informal sector in the State. This, the Governor was able to achieve through the establishment of the Gombe State Contributory Health Scheme, popularly referred to as GoHealth.
Other landmark achievements by the administration of Governor Inuwa Yahaya include, but not limited to, the establishment of the Hospital Service Management Board for the effective management of secondary health facilities in the State and strengthening the activities of the Gombe State Primary Health Care Development Agency.
Then the major support to agriculture as our economic mainstay through timely supply of fertilizer, seedlings and other inputs to farmers as well as loans, reactivation of cooperatives and livestock development have collectively boosted socio-economic development. While the Gombe Goes Green and other environmental friendly policies are yielding desired goals, the Muhammadu Buhari Industrial Park in Dadin Kowa is a key platform for the industrial takeoff in Gombe State.
It has to be noted that these achievements, among several others, were recorded in spite of the weaknesses the government inherited from the previous administration, particularly on the debt profile of over 120 billion naira in addition to the many arrears in gratuity and pensions.
It is gladdening, however, that most of the debts and sundry financial liabilities have largely been addressed even in the midst of such terrible intervening disaster like Coronavirus with attendant disruptions on our local economy as an integral part of the national economy that equally felt the global shock of the deadly virus.
A key factor that also needs to be emphasized as we interrogate the achievements of Governor Inuwa Yahaya as the state turns three years is the strategic infusion of institutional reforms by the administration, a step that has created varied innovations and strengthened the governance system to deliver more efficiently on policies and programmes. Allied to this is the idea of partnerships with the various Federal MDAs and strategic institutions and NGOs which have yielded the right dividends.
Furthermore, one major pillar of the reform is the entrenchment of transparency and accountability which have made good governance possible. One can evidently see how the quest for sustainable development for the state was configured on the 10-year Gombe State Development Plan (DEVACOM) which has since formed the basis for the state’s medium term and annual budgetary processes.
It is indeed a function of the far-reaching reforms that the state not only earned the status of being the best state in the ease of doing business as affirmed by the Presidential Enabling Business Environment Council, the reform also attracted a reward of millions of USD from the World Bank.
There is a general renewal in the apparatus of government and have collectively impacted on the state of efficient performance in government at all levels.Generally, the hallmark of Gombe State Government at three on the watch of Governor Inuwa Yahaya is the realistic redemption of our people from the yoke of past maladministration, setting up a truly democratic environment where the people truly come first and in a peaceful and more inclusive manner. We can all see a glitter of achievements.
Within three years of his stewardship, Governor Inuwa has won awards, accolades and commendations from reputable organisations and institutions. Two of the most recent awards bestowed on Governor Inuwa Yahaya readily come to mind. These awards are the ones by Leadership newspaper which recognised the Gombe State Governor as the 2021 Leadership Governor of the Year and Vanguard newspaper which declared Inuwa Yahaya as its 2021 most outstanding Governor of the Year. Both high profile recognitions came almost in quick succession in brazen admittance of Governor Inuwa’s giant strides in the social, economic and infrastructural development of the State.
Thus the remaining one year in the life of the first term of the present administration is expected to usher in a more prosperous socio-economic performance to the greater benefit of the people and not a few are yearning for continuity because Governor Muhammadu Inuwa Yahaya has kept his promise.
Misilli is Director-General ( Press Affairs) Government House, Gombe
For a man who has radically and demonstrably rewritten the socio-economic history of Gombe State within barely 3 years of his stewardship as Governor, Muhammdu Inuwa Yahaya’s emergence as the candidate of the All Progressives Congress, APC for the second term running was merely a red carpet of honour and appreciation for his superlative performance and sterling leadership qualities.
Governor Inuwa Yahaya who stood as a sole aspirant in the APC primary election received an overwhelming affirmation through a voice vote of 563 accredited State delegates.
The Chairman APC Governorship Primary Election Committee in charge of Gombe State, Dr. Danjuma Dabo who presided over the exercise in the presence of officials of the Independent National Electoral Commission, INEC led by the Gombe State Resident Electoral Commissioner, Umar Ibrahim declared Inuwa winner of the primary and affirmed him as standard bearer of the Party in Gombe State for the 2023 general elections.
Magnanimous as usual in victory, the APC flag bearer said, ” the overwhelming affirmation will spur me to deliver more dividends of democracy and build on successes recorded “.
Over the course of Yahaya’s term, his administration has recorded so much successes in education, security, healthcare, and agricultural transformation, human capital development even amidst daunting socio-economic challenges. In terms of his performance, Yahaya was particularly praised for uncommon feat in healthcare development and the ease of doing business”.
Going through the Inuwa Yahaya’s Mid-term report, it is obvious that his administration has moved the State far ahead of where he met the Infrastructure. Such remarkable commendations deserve a good reward.
This perhaps explains why Muhammadu Inuwa Yahaya’s nomination and expression of interest forms for his re-election bid on the platform of the All Progressives Congress was purchased and presented to him by friends, associates and political support groups to ‘persuade’ him seek re-election in the 2023 gubernatorial election.
One can then safely submit that it was in appreciation of his sterling performance that Inuwa Yahaya was returned unopposed in the APC Governorship primary election like his Borno, Lagos and Kwara counterparts.
Even before the primary election, it was clear that Inuwa Yahaya is the man to beat at the gubernatorial election in Gombe. Recall that after submitting the nomination forms on behalf of the Governor, the Chief of Staff, Inuwa Kari expressed confidence that Governor Inuwa will win both the APC ticket and his re-election in 2023 general elections.
He said: “We have a saying in Gombe and I will say it in Hausa, ‘Ko Gezau’ either today, tomorrow or now we are ready for the elections, no shaking.”
APC boasts of a performance and feedbacks that guarantee its success at the next elections.
According to Kari, the bold imprint of Inuwa Yahaya’s administration is a compass for a huge success in the forthcoming election.
“Any person that goes to Gombe state now knows that Governor Inuwa Yahaya has transformed the state over the last three years. The people of Gombe are grateful for what he has done. You go to Gombe today, you know you’ll see a new Gombe. And like one of his colleagues said when he came a few weeks ago, he called my principal the quiet storm and reference point of purposeful leadership. Gombe has changed and Gombe is for the better. So I invite you to come to Gombe and see for yourselves. The Governor has succeeded in creating a clear development roadmap and has placed Gombe State on the trajectory of sustainable development through a 10-year plan known as Development Agenda for Gombe State”. Kari said with pride.
The citizens too appear to be a lot appreciative.”As far as Gombe is concerned, there is no vacancy in the Jewel in the Savannah. We want the Governor to come back in order to consolidate what he started”.Says Muhd El-Bonga Ibraheem.
Another citizen a business moguland chieftain of the APC, Dr Bala Bello, praised Inuwa Yahaya’s passion and ability to navigate Gombe State away from the messy and stagnated water like scenario he met the state when he assumed the leadership of the State. It was akin to saying Gombe was bankrupt. Records have it that the immediate past Governor of the State, would tell those in PDP who were jostling to succeed them that he pitied the next Governor of Gombe because the next administration would struggle a lot to the extent that they may not be able to even pay salaries. But here is Gombe State today, not only paying salaries but clearing all arrears and paying backlogs of pensioners dues.
The Inuwa Yahaya-led administration immediately coming on board, only struggled a bit, but thanks to the outstanding capacities of Governor Inuwa, the state was able to weather the storm. The governor collaborated with development partners and experts in order to outsource funds to the state. If he ha solely depended on the federal government, many things wouldn’t have been achieved today.Today, Gombe is one of the states that pays salaries promptly. While it is understandable that salary payment shouldn’t be applauded, it is pertinent to realize that some states owe civil servants several months.
During the inception of his administration, Governor Inuwa approved a whopping sum of N1.6 billion for gratuity to be paid in tranches. In March 2021,the sum of N755 million was released of the first tranche in order settle pension and gratuity; and in January this year, the second tranche of N755m was equally released. Interestingly, these are inherited expenditure dating back to 2012 where the PDP held sway and which enjoyed huge crude oil sell that culminated into a huge revenue for Nigeria as a whole. Going further, Governor Inuwa successfully put up structures and friendly policies that attracted investments in Gombe. This therefore explains why Gombe was befittingly voted as the number one state in terms of ease of doing of business in Nigeria— ahead of states like Kaduna, Lagos, Kano, Rivers etc. For the first time in the state’s history, Gombe recorded a huge rise in IGR under the leadership of Governor Inuwa Yahaya. In 2021, for example, Gombe generated a staggering N10 billion which is a huge increase compared to past figures. The above figure is an increase from that of 2020 where they generated N8 billion. Governor Inuwa Yahaya has already exceeded the opposition’s expectations by clearing the mess they left behind.
Notwithstanding that Governor Inuwa came at a time Nigeria was on the threshold of another recession. Few months after taking over, the global pandemic hit the entire world where things got stagnated for a year. This didn’t deter him from his dreams of changing Gombe in order to make it great. It takes a very committed, visionary and exemplary leadership to have weathered the storm Inuwa Gombe State. Gombe has recently been named as the most peaceful State in Nigeria and has been praised for it’s ability to manage its diversity issues without any ethnic conflagration. Many other tribes resident in Gombe feel most comfortable because of the State’s policy of equality for all residents who they refer and deal with as Gombe citizens.
An Ibo businessman, Osita Nwabugwu says ” We want him to come back and complete the plethora of network 11-100 road projects that seek to construct 100km of roads in every local government of Gombe. We want him to come back and complete the Muhammadu Buhari industrial park that will serve as the fulcrum of Gombe State’s industrial drive”. His network of roads is a catalyst indeed for economic transformation of the State continued Nwabugwu. “The gigantic project, if completed, will serve as a home to many industries, factories, as well as create jobs thereby adding to the development of not only Gombe but Nigeria as a whole”.
A Public Affairs commentator summarises the citizens expectations thus.”Inuwa Yahaya has exceeded expectations. Even members of the opposition know that the governor has performed and is still performing. They’re just playing games in the name of opposition politics which is what politics is all about anyway. One excellent terms surely deserves another superlative accomplishments from Inuwa Yahaya.
At the end of the Primaries it was a smooth sailing second term mandate for Governor Muhammadu Inuwa Yahaya.
In his acceptance speech, Governor Inuwa expressed gratitude to the Almighty Allah for giving him another opportunity to emerge as the APC flag bearer. He commended President Muhammadu Buhari for “standing firm and for providing good leadership in Nigeria in this hard time that there is indeed a global challenge, as well as the APC Chairman,Senator Abdullahi Adamu for effectively coordinating the affairs of the party.
He praised and appreciated the citizens of Gombe for the unflinching confidence in their ability in him to continue to lead them. ” I am convinced beyond any reasonable doubt that the people of Gombe State are really very supportive and are ready to go with us because we move hand in hand to achieve all that we have mentioned to you in our manifesto and we are working in accordance with the guidance and perseverance of the leadership of the people”.
Governor Inuwa also thanked members of his team for supporting and working hard to produce results that have convinced the people of Gombe State, assuring that the confidence reposed in him through the affirmation would spur him to deliver more dividends of democracy to the people. With the emergence of Inuwa Yahaya as the flag bearer again, it very obvious that Gombe State is up for another radical and dynamic lease of cosmopolitan development and prosperity for its citizens.

…Government To Connect Sabon Kudi, Aliyu Modibbo Roads Through Dan Maliki Res.
Gombe State Governor, Muhammadu Inuwa Yahaya has inspected the ongoing gully erosion control and roads projects being undertaken by his administration in some areas of the state capital.
The places visited included the gully erosion control site at Herwagana and the 4.5km Idi-Unguwa-Uku-Malam-Inna-Kagarawal road.
At the erosion control site in Herwagana area, the governor noted that the menace of the removal of soil along drainage lines by surface water runoff has been one of the serious environmental problems affecting the state capital causing destruction of properties worth millions of Naira and disruption of businesses. This, he said, “prompted our government to come to your rescue and save the situation”.
The governor explained that there are more than 200 active gullies across Gombe State and most of them are within the vicinity of the state capital.
” You’ll recall that we had already executed the Gombe State University-Malam Inna erosion control works in collaboration with the Nigeria Erosion and Watershed Management Project, NEWMAP with a view to addressing severe Gully Erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, such as our aforestation programme, the Gombe Goes Green Project”.
He promised to continue to work in collaboration with other development partners to address the problem of gully erosion in the state.
“we shall continue to work in collaboration with World Bank and Federal Ministry of Environment to address the problem of gully erosion and other related problems in Gombe State”, he vowed.
He warned people against indiscriminate dumping of refuse in drainages to avoid flooding and other related consequences.
“People should avoid building houses or erecting structures on water ways and also stop the attitude of dumping refuse in the drainages. This obstructs free flow of water which may result into catastrophic flooding”, he warned.
The governor promised to construct a linking road parallel to the gully erosion site to ease movement of goods and services in the area.
Earlier speaking at the gully erosion site, the Commissioner of Works and Transportation, Engr Abubakar Bappah revealed that the gully in the area started expanding rapidly after the 2004 catastrophic flood that affected many parts of the metropolis . “Unfortunately, this problem did not receive the deserved attention until the coming of this administration”, he noted.
Responding on behalf of the benefiting communities, An APC stalwart, Alhaji Kawu Adamu Dan Malikin Gombe thanked Governor Muhammadu Inuwa Yahaya for coming to their rescue at a time when their communities were battling with acute shortage of social amenities and environmental challenges. They pledged continued support to the good policies and programmes of Inuwa Yahaya-led Administration.
The governor also inspected the ongoing 4.5km Idi-Unguwa-Uku-Malam-Inna-Kagarawal Road initiated by his administration which has reached a considerable level of completion.
Speaking at the road site, Governor Inuwa expressed satisfaction with the speed and quality of the project.
“I am very impressed with the quality and speed of the work. In fact, the contractors have performed beyond expectation. With this rate, I am hopeful that the project will be completed in the next two months”, he said.
The governor cautioned the citizens to desist from illegal encroachment on right of ways, maintaining that it is on this pavements that other facilities such as streetlights and water pipes will be installed for the benefit of the people.
He urged the benefiting people to take ownership of the projects and safeguard them from anything that may affect their usefulness to the communities.
