Gombe state Governor, Alhaji Muhammadu Inuwa Yahaya has restated his administration’s commitment to probity, accountability and transparency in the conduct of overnment business.
The Governor was speaking while declaring open a one day workshop on strict compliance with assets declaration and Code of Conduct for public officials jointly organised by the Code of Conduct Bureau (CCB) and the Gombe State Government.
He described the workshop as timely considering his administration’s committment to the ongoing public service reforms for better services.
” Over the past one year, our administration has implemented policies aimed at reforming the public sector for better performance and improved service delivery. These include the establishment of the Bureau of Public Service Reform, the State Bureau of Public Procurement, the implementation of Treasury Single Account among many others”.
In view of this, Governor Yahaya said the Bureau was at the forefront of promoting accountability, probity and transparency in the public service sector, adding that the Workshop will be in phases to involve public officials across the three arms of government.
“The workshop involves public officials across the three arms of government and will be conducted in phases, starting with the executive arm.
” I therefore urge all participants to actively participate in the discussions and avail themselves with the various regulations governing asset ownership and declaration for public officials.
” I would like to crave the indulgence of the general public to the grave consequences of non-compliance with the provision of the Code of Conduct Bureau Act Cap C15 LFN 2004.
He reminded participants that the power of the CCB under the established act is huge, encouraging public officers to be on the good side of the law while directing all public officials in the State to declare their assets in line with the Code of Conduct Bureau CCB.
” As you are aware, the power of the Code of Conduct under the Act is enormous and public officers are encouraged to be on the good side of the Law.
“At this juncture, I wish to reiterate our commitment to transparency and accountability in the conduct of government business.
He urged participants at the workshop to actively participate in the discussions and avail themselves with the various regulations governing assets ownership and declaration for public officials.
He commended the Code of Conduct Bureau for organizing the Workshop, expressing the belief that the session will add value to the State public office holders.
Governor Inuwa Yahaya assured the bureau of his administration’s support and cooperation in the drive towards probity and transparency in the affairs of Government.
The Chairman of Code of Conduct Bureau (CCB) Professor Mohammed Isa in his remarks said the Bureau is empowered by the law to establish and maintain a high standard of morality in the conduct of Government business and to ensure that the actions and behaviours of public officers are in line with laid down rules.
Represented by the Commissioner in charge of the North East in the Bureau, Engr Sa’ad Abubakar Abdullahi, the Chairman applauded the Gombe State Government for the cooperation it constantly receives.
He said every public office holders is expected to come clean by filling the assets declaration form for effective monitoring of moral standards.
Earlier in an address of welcome, the Secretary to the Gombe State Government, Professor Ibrahim Abubakar Njodi said the policy thrust of the present administration of Governor Muhammadu Inuwa Yahaya has always tilted towards transparency and probity, hence the Workshop to enlighten public office holders on the need to be on the good side of the law.
Professor Njodi charged the participants to put the knowledge acquired in the workshop to use for optimal performance in their respective responsibilities.
Highlights of the occasion was the presentation of an award of excellence to Governor Muhammadu Inuwa Yahaya for his integrity, accountability, transparency and probity in governance.

The Code of Conduct Bureau CCB under the Presidency has Presented a Certificate of Honour to the Secretary to the Gombe State Government Professor Ibrahim Abubakar Njodi.
The SSG was presented with the honour during a one day workshop organised by the the CCB in conjunction with Gombe State Government for public office holders on strict compliance with Assets declaration and Code of Conduct for Public Officers.
The Certificate of Honour which was personally signed by the CCB Chairman Professor Muhammed Isah was in recognition of the SSG’s role in ensuring good governance and transparancy.
The award by the CCB to Professor Ibrahim Abubakar Njodi (Madakin Kaltungo) further demonstrates the unblemish and high moral standard of the SSG in Government business.

Today Wednesday 18th November,2020 after the State Executive Council Meeting , the joint Press briefing of the Commissioners noted that the Governor has spent over six billion naira in road construction both in the rural and urban areas to open up the hitherto commamercial inflow and increased business activities in the state. The Governor whose leadership style has systematically helped in reducing the effects of the Covid-19 pandemic and it’s associated challenges, has approved the payment of outstanding scholarship for students to enhance academic activities. In addition, the Governor has also approved funds for improved Access to Water Supply in four LGAs and to reduce the hardship people faced due to lack of portable water supply in the state. He also approved the payment for WAEC, NBAIS, NABTEB Fees respectively.
The approval contained the sum of one hundred and twelve million for the payment of outstanding scholarship for students of Gombe State origin for 2016, 2017 and 2018 academic sessions and also approved the sum of 204 million for the payment of WAEC, NBAIS and NABTEB examination fees for over thirteen thousand final year students of the State. The joint Press briefing has the Commissioner of Information and Culture, Hon. Ibrahim Alhassan Kwami, Commissioner of Works, Engineer Abubakar Bappah, Commissioner of Education; Dr. Habu Dahiru; Water Resources Commissioner; Alhaji Mijinyawa Yahaya and Housing and Urban Development; Alhaji Dishi Kupto explained that the issues discussed at the Council were geared towards uplifting the socio-economic and educational standards of the people of the State.
The information commissioner who was the moderator further explained that ” you may recall that the last administration paid only 50 percent of the scholarship for students in 2016/2017, 2017/18 sessions so council now approved the payment of the balance of the 50 percent, and going forward we will continue to pay our students their scholarship entitlements”.
Information Commissioner added that the Council also approved the upgrading of five public schools to model institutions with one in each of the three senatorial districts and two in the state capital owing to its cosmopolitan nature. This, he said is in line with Governor Inuwa Yahaya’s desire to reposition the education sector for optimal performance through the state of emergency declared in that sector, training and retraining of teachers, recruitment of additional teachers and other measures taken in that regard were made to improve education sector in the state..
Accordingly,, “five senior secondary schools, one each in Dukku, Kaltungo, Dadin Kowa, and two in Gombe) have been approved by Gombe State Government to be upgraded to “Special (Model) Schools”, Commissioner of education, Dr. Habu Dahiru explained. The agricultural sector which is the mainstay of the economy was not left out. He further said the State Executive Council in its meeting approved the leasing of the Gombe fertilizer blending plant to Tag Agro factory for 7 million naira per annum for the period of 10 years, disclosing that the State Government has already received 50 percent upfront payment which translates into 35 million Naira, adding that the decision to lease the State fertilizer blending plant was to inject efficiency and promote accountability in the production and timely distribution of fertiliser to farmers across the State.
He said the State Executive Council also approved the sum of two hundred and fifty million naira as counterpart fund for the Partnership for Expanded Water Supply, Sanitation and Hygiene (PEWASH) which is a national collaboration for the improvement of access to water supply and sanitation in Nigeria, through a structured multi-sector partnership.
The Commissioner of Water Resources, Alhaji Mijinyawa Yahaya said the PEWASH project is designed to build on previous efforts and complement existing water supply and sanitation strategies by instituting a coordination and prioritization framework.
He said it involves the resuscitation of boreholes and construction of new ones in Dukku, Kwami, Furnakaye and Balanga Local Government Areas of the State as first of the State wide project while the abandoned Ultra modern mega motor park, the Commissioner of information said Council has approved the upward review of the initial contract sum from 6.028 billion Naira to 7.6 billion Naira.
The Commissioner of Works, Engr Abubakar Bappah said the project was initially awarded to a construction firm that lacked the requisite expertise in similar work, adding that considering the enormity of the civil Engineering work at the project site, Council now awarded the contract to Triacta construction company which has vast experience in the field of engineering design and execution.
Accordingly, “Initially at the packaging stage of the contract bulk of the work was civil engineering but unfortunately when the contract was being awarded, it was given to an unknown civil engineering construction firm and as a result, the firm failed to itemise the civil engineering aspect of the job”.

The State Executive Council meeting which was presided over by Governor Muhammadu Inuwa Yahaya also considered and approved the sum of 204 million for the payment of WAEC, NBAIS and NABTEB examination fees for over thirteen thousand final year students of the State.
Briefing Journalists on the outcomes of the 8th edition of the meeting, the Commissioner of Information and Culture, Hon. Ibrahim Alhassan Kwami, alongside his counterparts in Works, Engineer Abubakar Bappah, Education; Dr. Habu Dahiru; Water Resources; Alhaji Mijinyawa Yahaya and Housing and Urban Development; Alhaji Dishi Kupto said the issues discussed at the Council were geared towards uplifting the socio-economic and educational standards of the people of the State.

Budgeting is an element of governance that provides guidance on how to raise funds and utilize it for the benefit of the people and society. It could be said that the fundamental tasks required of the Government in preparing a budget is to ensure that resource allocation is prioritized in a manner that ensures that funds are made available where they are most required hence budgets are tools that the government employs to drive economic policies aimed at uplifting underprivileged sections of the society, mitigating disparity, facilitating financial inclusion, providing infrastructures, providing proper educational, health and housing facilities. No doubt, this underscores the utmost importance Government attaches to the preparation, implementation, and monitoring of a well- planned budget. No wonder,it is provided in the constitution that before the end of any financial year, the Governor must present the budget for the next year to the House of Assembly for consideration. These were the views of the State Commissioner of Finance and Economic Development,Hon Muhammad Gambo Magaji who added that the forum is where the representatives of the general public and non- governmental organizations, traditional/ religious leaders, women and trade associations could discuss about the projects/ activities that needs to be reflected in the annual budget which would represent the interest of the general public. The Commissioner Magaji therefore noted that the citizens” participation in the budget process was the world best practice and that was why the Ministry of Finance and Economic Development in collaboration with the Budget, Planning and Development Partner Coordination Office was intensifying efforts towards institutionalizing a robust budget system by keying in into the world best practice. He assured the participants that the Gombe State Government would pay attention to the inputs made in the meeting with a view to ensuring that what people want is what is in the 2021 budget proposal and expressed appreciation to the Governor for his unflinching support and cooperation in the efforts to serve the good people of Gombe State through the preparation of the people’s budget in 2021. He further said the decision to organise the second edition of the stakeholders meeting on budget preparation followed the successes recorded in the 2020 budget, stressing that the appropriations Act which placed emphasis on change has significantly transformed the State more than what his administration inherited. According to him, “last year around this time we had this engagement but prior to that interface, there was never such an engagement in Gombe State and that, we did in order to have face- to -face discussions with the local people such as district and village heads, trade unions, artisans and members of civil society to share ideas and make inputs into the budgetary process”. The Governor noted that budgetary processes are a basic guide on which a society is governed and provides the means by which the performance of Government is gauged, saying his administration would leverage on the input of stakeholders at the meeting to provide basic needs of the people and place the state above its counterparts. He further explained that last year’s budget was originally put at 131 billion Naira but that due to the covid-19 Pandemic it was reviewed to 107 billion, adding that inspite of global economic crunch, the budget performance of the State stands at 62.5 percent, expressing the hope that in a month’s time, the performance index would have greatly increased as more people- oriented projects are ongoing while others are being initiated and completed. He also revealed that this year’s budget would fall around one hundred and sixteen to one hundred and twenty billion and is expected to target on the five pillars of his administration which includes Education, Health, Agriculture, Infrastructure development and Security. The Governor said that considering the importance of development planning to the growth and development of any society, his administration is working to produce the 10-year Development Plan( 2020-2030) that would guide the State in her march to greatness.

This elevation to the rank of SAN has confirmed the avowed commitment of Governor to continue to Support all the sons and daughters to reach the zenith of their chosen careers in overall interest of the good people of the state hence the wishes of a good father is to see his children progressing and distinguishing themselves both in academic, politics,economy and other human- endeavors. The Governor who was excited over the elevation of his Commissioner for Special Duties, Barrister Mela Audu Nunghe to the rank of Senior Advocate of Nigeria (SAN),urged others to follow the resounding tracks records of progress witnessed recently and to do better than them in their chosen careers.
It will be recalled that Barrister Nunghe is a consummate, industrious and purposeful barrister, solicitor as well as notary public with over 35 years of experience in civil, criminal and corporate practice. Barrister Mela Nunghe incidentally was among the 72 Senior Lawyers awarded the rank of Senior Advocate of Nigeria ( SAN) by the Legal Practitioners’ Privileges Committee, headed by the Chief Justice of Nigeria, Justice Mohammed Tanko at the body’s 143rd plenary session.
This honour, no doubt, is a paintaking effort, hard-work, commitment and dedication which came barely a week after another Gombe illustrious son, Justice Adamu Jauro was sworn-in as the first Justice of the Supreme Court from the State, and less than one year since the establishment of a Court of Appeal Division in Gombe. This development with support of Governor Muhammadu Inuwa Yahaya led- administration in the state has recorded unprecedented achievements by way of registering enviable presence in the judicial map of the nation hence kudos to the people’s Governor and his positive disposition and relentless efforts in pushing all sectors to enviable heights.
The Governor attributed the Barisiter Nunghe’s new feat to his outstanding pedigree, remarkable courtcraft, determination and dedication to the legal profession as well as his commitment to the pursuit of justice.
The Governor who observed that the award is a mark of recognition for members of the legal profession who have distinguished themselves, said with his elevation to the inner bar, Nunghe has written his name on the sands of history and joined the hall of fame as the first Gombe state indigene to have attained the exalted rank.
While noting that Barrister Nunghe has contributed a lot to the development of law in Nigeria through dint of hard-working and determination, Governor Yahaya commended him for replicating his sterling performance in Gombe state by making valuable and immense contribution as a member of the State Executive Council.
He said that the rank of SAN is an important one that carries with it some degree of privilege and influence, urging the SAN-designate to bring to bear his ingenuity, wealth of experience and vast legal knowledge as well as keep the Gombe flag flying high at the inner bar.

New lease of life for Dahiru Buba, Dukku man who trekked from Gombe to Abuja for Buhari, as Governor Inuwa Yahaya doles out car, 2 million Naira cash to ardent APC loyalist
It is now a new lease of life for Dahiru Buba, the 50-year old native of Dukku Local Government who trekked from Gombe to Abuja in celebration of President Muhammadu Buhari’s victory in 2015 and now suffering from limb ailment, as Gombe state Governor, Alhaji Muhammadu Inuwa Yahaya today in Abuja presented a Ford Galaxy ( sharon) Car and sum of two million Naira to the diehard APC supporter.
It will be recalled that the media was recently awash with the story of Dahiru Buba calling on the Government and public spirited individuals to come to his aid after he developed limb complications from a solidarity trek he undertook to celebrate the first term victory of the President.
The Gombe State Governor, Alhaji Muhammadu Inuwa Yahaya had earlier directed that Dahiru Buba be taken to the Government House clinic for diagnosis from where he was later referred to a private orthopedic hospital where he was thoroughy examined and placed on medication.
Buba, a commercial driver met with Governor Inuwa Yahaya at the Gombe Governor’s Lodge in Abuja.
He was accompanied by the member representing Dukku North Constituency in the state House of Assembly, Hon. Nasiru Abdulkarim and the Special Adviser to the Governor on Legislative Matters, Hon. Hamma- Adama Dottuwa Ali Kumo as well as other Assembly members and stalwarts.

“So on learning about his condition, first I directed that he should be taken to the hospital for proper medical attention and I am happy that he is now better after undergoing his first round of treatment “.
Secondly we are now capping it up with a support that we hope can sustain him. Since he is a Driver, we are giving him this Ford Galaxy Sharon so he can use it as commercial transport vehicle to sustain his livelihood. We are also giving him the sum of 2 million Naira cash to enable him purchase a house within his locality since I learnt he is a tenant. So as far as we are concerned in APC and in this administration, no genuine effort or sacrifice will go unrewarded no matter how long it takes”.

In his response, Malam Dahiru Buba, who was visibly emotional, expressed appreciation to Mr. President and Governor Muhammadu Inuwa Yahaya for recognising him and coming to his aid.
He said even with his earlier challenges after he returned from his 15 day journey, his spirit had never been dampened in his love for the President and his party.
Buba promised to use the vehicle and the money judiciously, saying the gesture truly motivated and spurred him as a loyal party man and as a breadwinner of his family.

Governor Muhammadu Inuwa Yahaya of Gombe State is excited over the elevation of his Commissioner for Special Duties, Barrister Mela Audu Nunghe to the rank of Senior Advocate of Nigeria (SAN).
A consummate, industrious and purposeful barrister, solicitor and notary public with over 35 years of experience in civil, criminal and corporate practice, Mela Nunghe was among the 72 senior lawyers awarded the rank of Senior Advocate of Nigeria ( SAN) by the Legal Practitioners’ Privileges Committee, headed by the Chief Justice of Nigeria at the body’s 143rd plenary session.
This honour is coming barely a week after another Gombe illustrious son, Justice Adamu Jauro was sworn-in as the first Justice of the Supreme Court from the state, and less than one year since the establishment of a Court of Appeal Division in Gombe- a development that has seen the state unprecedentedly registering enviable presence in the judicial map of reckoning – all courtesy of Governor Inuwa Yahaya’s positive disposition and relentless efforts in that direction.
Governor Yahaya attributed Barisiter Nunghe’s new feat to his outstanding pedigree, remarkable courtcraft, determination and dedication to the legal profession as well as his commitment to the pursuit of justice.
The Governor who observed that the award is a mark of recognition for members of the legal profession who have distinguished themselves, said with his elevation to the inner bar, Nunghe has written his name on the sands of history and joined the hall of fame as the first Gombe state indigene to have attained this exalted rank.
While noting that Barrister Nunghe has contributed a lot to the development of law in Nigeria through dint of hardwork and determination, Governor Yahaya hailed him for replicating his sterling performance in Gombe state by making valuable and immense contribution as a member of the state Executive Council.
He said that the rank of SAN is an important one that carries with it some degree of privilege and influence, urging the SAN-designate to bring to bear his ingenuity, wealth of experience and vast legal knowledge as well as keep the Gombe flag flying high at the inner bar.
The Governor guaranteed the support and solidarity of the government and people of Gombe state to the legal luminary in particular, and to all professionals and the citizenry in general to reach the pinnacle of their respective careers.
